Amenajamentele Pastorale rolul si eficienta acestora!

The pastoral planning project is a plan for the efficient management of the pastures. Their obligation is established by the Government through Law 86/2014 for "approval of Government Emergency Ordinance no. 34/2013 for the organization, administration and exploitation of permanent grasslands and for the amendment and completion of the Land Fund Law no. 18/1991', which states in Article 6(1) that 'the way of managing the meadows is established by pastoral arrangements".

The Pastoral Arrangement, if properly prepared, is a useful document for meadow owners, users, local administration is useful including veterinarians in the area because in this document is studied the meadow in its entirety (soil composition, granulation, type, creditworthiness, vegetation, dangers, toxic plants, pests, topography, relief, animals, grazing areas, grazing periods, protected areas, etc...) Consequently, the preparation of this study is mandatory to be done by professionals with experience in the field and with great responsibility towards the environment and towards animals because through a study made by mantuiala the pasture is irreparably damaged, the animals get sick or the animal products are of very poor quality and thus enter into a vicious circle from which it will be very difficult and expensive to get out, prevention is much cheaper than treatment. The following specialists must take part in the preparation of a pastoral arrangement project: ing. Topographer for the exact drawing and description dpdv topocadastral of the pasture, ing. Pedologist for carrying out pedological studies and integrating them into the arrangement in such a way as to be understandable to anyone, ing. Agronomist for studying and describing the vegetation as well as for drawing up floristic surveys. etc., ing. Forest for studying and describing the trees on the pasture. These specialists are indispensable in order to achieve a relevant and useful Pastoral Arrangement, a project manager for an efficient coordination and integration of the project is advisable. The project coordinator must ensure the communication between the working group and the local administration, owners, users, etc... in order to elaborate a useful Pastoral Arrangement. If the Beneficiary (owner) of the pasture is a City Hall, the responsibility of both the beneficiary and the one who draws up the arrangement is higher because the City Halls must include in the Patrimonial Evaluation the value of the pastures, and in this case the measurements, descriptions and studies must be as precise and concise as possible revealed in the project. The Patrimonial Evaluation has an effect on the entire community not only on the meadow owners and users, therefore if a Pastoral Arrangement is erroneous the value of the pastures will be erroneous, if the value of the pastures is erroneous, the city hall does not have the possibility to absorb the governmental and European funds destined for them due to some works made by the monastery so pay close attention both for those who draw up pastoral arrangements and for those who benefit from These.
