What does our recruitment and hiring service include?
Independent expert, a specialized legal entity authorized under the law to carry out its activity in the field of human resources, we carry out the specific procedure for the selection of persons in order to support and ensure the corporate governance of public enterprises according to the Government Emergency Ordinance no. 109/2011, amended and completed by the adoption of Law no. 187/2023.
Specific recruitment and selection procedure according to G.E.O. no. 109/2011contain:
- Guidance and advice within the selection committee, regarding the most effective implementation methods of the mandatory provisions of GEO no. 109/2011 on the corporate governance of public enterprises, with subsequent amendments and completions, and of GD no. 639/2023 for the approval of the methodological norms for the application of GEO no. 109/2011;
- Elaboration and implementation of the Selection Plan;
- Elaboration of materials and documents that will be used in the selection process;
- Elaboration of the Matrix and Profile of the positions of administrators;
- Elaboration of the Announcement regarding the selection of the positions of administrators, for publication in at least two economic and/or financial newspapers of wide circulation, on the first page of the company's website, in a visible place when the page loads, as well as on at least one platform or a human resources recruitment site with high visibility at national level;
- Establishing the content of the file for submitting the application;
- Organization and conduct of the candidate selection procedure;
- drawing up the long list of application files;
- drawing up the shortlist of candidates;
- Holding interviews with candidates;
- preparation of the Final Report on the recommendations for appointment to the position of administrators;
- Providing the selection committee with the information necessary to make decisions on the smooth running of the consultancy contract in a timely and accurate manner.
During the fulfillment of the minimum responsibilities and tasks, described above, the independent expert will submit the following activity reports to the selection committee:
- a) INITIAL REPORT which will be sent within a maximum of 5 days from the date of entry into force of the contract, for analysis and approval. The initial report will include, but is not limited to, the following information:
- Selection plan and related materials/documents;
- The recruitment strategy and the measures to be taken to achieve it;
- The recruitment strategy and the measures that will be taken to achieve it;
- Announcement regarding the selection of administrators;
- Administrator Matrix and Profile;
- The time schedule for the implementation of the project;
- The conditions that must be met by the candidates and the criteria for their evaluation.
- b) The FINAL REPORT will be sent for analysis and approval, within 3 days from the completion of the selection process. The final report will include, but is not limited to, the following information:
- Description of the activities and results of the recruitment and selection process
- Presentation of the conclusions, including recommendations on facilitating and optimizing the integration of candidates in the environment in which they will carry out their activity.
As part of the recruitment and selection process, the independent expert, in consultation with the selection committee, will prepare the following documents:
- Selection plan with all the necessary related documentation;
- Board profile and candidate profile for directors positions;
- The ads perished the selection for the written and online press;
- Evaluation and selection criteria;
- Materials related to the Statement of Purpose;
- Summary sheets for each stage of the selection process;
- Interview plan;
