Rapid visual assessment, Law 212/2022

The services offered by our organization are based on Law no. 212 of July 12, 2022, approved by Order 2.853 of November 7, 2022, published in the Official Gazette of Romania, Part I, no. 1085 of November 10, 2022.

The services consist of supporting all categories of owners by carrying out the entire Rapid Visual Assessment procedure, according to the legislation in force.

"LAW no. 212 of July 12, 2022" refers to measures to reduce the seismic risk of buildings, being issued by the Romanian Parliament and published in the Official Gazette no. 708 of July 14, 2022. The law establishes the framework for assessing and intervening on existing buildings to reduce their vulnerability to earthquakes.

According to Law no. 212/2022, the buildings that must undergo the rapid visual assessment include:

Buildings of public interest and utility:

Buildings belonging to the patrimony of public institutions and belonging to the public/private property of the state or administrative-territorial units.
Buildings built before the entry into force of the Normative for anti-seismic design of social-cultural, agro-zootechnical and industrial housing constructions indicative P100-78.
Buildings located in localities for which the peak value of the ground acceleration for earthquake design a(g) is greater than or equal to 0.20 g.

Buildings intended for educational establishments or institutions:

Buildings in which teaching activities are carried out and which are in the patrimony of public institutions.
Buildings built before 1978.

Buildings intended for hospitals, polyclinics or dispensaries:

Buildings in which medical activities are carried out and which are in the patrimony of public institutions.
Buildings built before 1978.

Multi-storey buildings with main residential use:

Existing buildings consisting of spaces with the main purpose of housing.
Buildings in which there may also be public spaces with a destination other than housing distributed on several levels, including an attic or attic.

Places of worship:

Buildings belonging to the cults recognized by the Romanian state and which are in the patrimony of the respective religious units.
Buildings built before 1978.
The rapid visual assessment is done by personnel with specialized technical studies, in order to prioritize the necessary interventions in order to reduce the seismic risk.

Evaluation Methodology:

The stages of carrying out the rapid visual assessment are detailed in the "Rapid Visual Assessment Methodology" approved by order of the Minister of Development, Public Works and Administration.
Obligations of Owners and Administrators:

The owners/managers of the buildings are responsible for carrying out the intervention measures ordered by law. They can request the technical expertise of the buildings to be carried out by certified technical experts, regardless of the completion of the rapid visual evaluation stage.

The procedure includes:

  • identification of buildings in need of assessment,
  • carrying out the rapid visual assessment according to the approved methodology,
  • in the case of buildings with identified seismic vulnerability, the technical expertise for the classification in a seismic risk class and the substantiation of the intervention measures.
